Neil Armstrong uses the Lunar Equipment Conveyor at the foot of the ladder during training. Because he is standing to the left of the ladder and has only a short length of the LEC, he may be trying to get the straps over the porch rails to get them out of the way for Buzz's exit from the cabin.
